In the USA you also have universities doing experiments. These seem like the sorts of things you should need a permit for, but not ban outright.

The politicians aren’t stupid. They know what gets them votes and money and that’s this shit. Florida’s urban rural divide is pretty stark. Tampa is pretty deep blue but rural parts of the county aren’t. This shows up the most in Pinellas.
