I'm calling that a bullshit excuse. Bandwagonner more likely - or someone agreeing with all the bad comments and wondering why he's on there.
I have a mate of mine who's moving house soon and cut off his internet dial up before moving.

He uses cafe's and work to get what he wants done. It's more readily available these days, and cheap enough too, if you just wanna check some stuff.

He couldn't get broadband unless he went wireless and he hated Telstra that much, that he wouldn't sign up for their stupid Next G wireless package which was going to cost him a bomb.

He's now checking out if he can get broadband into the new place.
