    ccmfans.net is the Central Coast Mariners fan community, and was formed in 2004, so basically the beginning of time for the Mariners. Things have changed a lot over the years, but one thing has remained constant and that is our love of the Mariners. People come and go, some like to post a lot and others just like to read. LOL! I have spoken English all my life and I'M confused...

By the looks of it, Happy wanted to tidy up the sentence as it had too much use of the word 'agreement' in it. So it was really a request from her, about getting help using better grammar.

My suggestion would be: ???
"Both Boards reached an agreement, whereby it was decided that the [sth] needed more focus".
