Competitions Review Terms of Reference

Football NSW has finalised the Competition Review Terms of Reference and is now calling for submissions from the football community.
The Football NSW Competition Review aims to establish a collaborative, transparent and inclusive forum whereby the football community can contribute to the future of the structures for competitions staged in NSW.
The Review will cover the existing State Leagues, Women’s, Metropolitan competitions, the various Cups and knockout tournaments and events held by FNSW and the various State titles and their link to National Competitions, in particular focusing on:
Whilst the Terms of Reference provide focus for the Review Panel, discussions will not be limited to these topics and may incorporate other areas of current Football NSW competitions raised by the football community.
Outcomes of the FNSW Competition will be consistent with and operate within the guidelines and directives established from the FFA National Competitions Review.
The Review Panel will be Co-Chaired by Football NSW Vice Chairman Greg O’Rourke and Football NSW Director Simon Phillips.
Football NSW has established guidelines which aid in not only seeking the broadest input into the future of Football NSW competitions but allow the organisation to keep the wider football community abreast of the discussions through the review process.
The review process will be completed by the end of May 2012 with recommendations presented to the Board of Football NSW for approval by June 2012 with ample time for implementation into the 2013 season.

Football NSW has finalised the Competition Review Terms of Reference and is now calling for submissions from the football community.
The Football NSW Competition Review aims to establish a collaborative, transparent and inclusive forum whereby the football community can contribute to the future of the structures for competitions staged in NSW.
The Review will cover the existing State Leagues, Women’s, Metropolitan competitions, the various Cups and knockout tournaments and events held by FNSW and the various State titles and their link to National Competitions, in particular focusing on:
- The long term viability of State League competitions at all levels – What is the correct number of State League competitions to be co-ordinated by FNSW and the number of teams in each league
- Promotion and relegation from one League to another
- Problems faced by any newly promoted club, especially into Premier League, being able to hold its place (i.e. not be relegated after its first year) while it adjusts to its new status.
- Facilities and venues – Standard of venues will be established from the FFA NCR guidelines. Is there a way of rationalising the use of venues/grounds between various clubs?
- What competition structure in elite player development best supports the current FFA National Curriculum? Competition structures must support and consistent with the National Pathways into Elite football and the A-League environment.
- The accreditation of Clubs by Football NSW to ensure FFA elite development pathways, structures and policies are implemented.
- Should the Youth League competitions be linked/connected with the results/operations of the Senior Men’s Teams or independent?
- The 4-YL clubs-per Association area rule and the spread of Youth League across the Sydney metropolitan region and beyond
- The issue of the 3-Premier League-clubs per region rule, with the possibility of a 4[sup]th[/sup],[sup] [/sup]and the existing regions themselves – should boundaries be redrawn or the number of regions increased/reduced/abolished?
- The role of Club based academies in the ongoing development of players
- A review of player registration and academy fees
- The structure and environment of all current Association Competitions – including Skill Acquisition League, Frank Broughton Cup, Centenary Cup, Cheryl Salisbury Cup, Champion of Champions and State Cups.

- All submissions will be summarised and reviewed by Football NSW staff
- Competitions Review Panel meets to review the submissions
- A consultative review process with two ‘Town Hall’ meetings with the football community where an update on the review process and further input will be sought.
- The various State League standing committees will also be consulted through the process
- Presentations and outcomes finalised will be made available through the Football NSW website and via web blog.

Roche ready to lead Lady Mariners
Central Coast Mariners are pleased to announce that the Clubs’ former Westfield W-League Head Coach, Stephen Roche, has been appointed Coordinator of the Mariners Elite Female Development Pathway.
Under the stewardship of Central Coast Mariners Academy Development Manager, Tony Walmsley, Roche will again play a key role in enhancing the professionalism and standard of Women’s football in the region.
In addition to offering guidance to the mentors of the Mariners under 12, 14, 16 and Senior Reserve teams respectively – Roche will be tasked with mentoring the Yellow and Navy’s Senior side in the 2012 edition of the New South Wales Women’s Premier League.
“The Mariners Academy will provide an opportunity for female players and gives them a direct pathway to step up to another level,” Roche said.
“We will definitely try to recruit some former players from the Mariners’ Westfield W-League squad. We want to try and raise the standard of football being played, and I’m aiming to find four to five players that are already at that level to join us.”
Roche has fond memories of working with the Yellow and Navy having coached the Clubs’ Westfield W-League team in seasons 2008/09 and 2009/10.
“Developing and building the team from the first season to real contenders in the second was a highlight,” he said. “And we want to be back at the top [in the Westfield W-League].”
Walmsley echoed Roche’s sentiment that the sooner the Mariners can reclaim a place in the Westfield W-League, the better.
“From a local perspective we want more local players to represent the region at the highest level,” Walmsley said.
“The Women’s program will mirror the boys Academy in terms of resources and philosophy - simply put, the players will have every opportunity over an extended period to prove themselves.
“Having ‘Rochey’ on board to head up the program is a bonus. We already have young players who have been playing in Sydney committed to coming back to play on the Coast and with his other recruitment objectives we will be well placed to have a strong start at this level in season one,” he said.
Since leading the Mariners to second place in the Westfield W-League in 2009/10, Roche has run the football program at Knox Grammar School.
Meanwhile, the Mariners have teamed up with locally based business vTeam to provide Academy players and coaches a holistic engagement system.
Utilising the power of web 2.0, the vTeam system will allow coaches and players to communicate effectively, as well as provide a platform for information and education to be disseminated throughout the Academy.
“vTeam is an innovative way for us to work with our coaches and players to improve their knowledge of the game, performance, and also deliver key messages,” Walmsley said.
Finally, Central Coast Mariners are on the lookout for team managers for each Academy side for the 2012 campaign.

"... in a hugely entertaining match at Pluim Park, the Central Coast Mariners Under 18s side defeated Loftus Rovers 7-2 with the match ending 2-2 at full time, the young guns rifled in five goals in extra time for a monumental victory".

With a third of the matches behind us, the competition is reaching an interesting stage as the teams begin to jockey for position to set themselves up for a run to the finals series but nothing is assured in this division as the “surprise” results just keep on coming.

Granville Rage are placed third on goal difference after they suffered their first loss, a 1-0 result when they faced eighth placed Bankstown City Lions while fourth placed Macarthur Rams registered a solid 5-1 result over seventh placed Dulwich Hill.
Sixth placed Mounties Wanderers surprisingly went down 2-0 to twelfth placed Fraser Park who were picking up their first points for the season and the clash between ninth placed Spirit FC and tenth placed Bankstown Berries ended in a scoreless draw.

Central Coast Mariners now have a lead of two points at the top of the table after they were 2-1 winners over eighth placed Northern Tigers. Matt Bennett had given the Mariners the lead just before half-time but that was cancelled out when the Tigers equalised midway through the second stanza. However, Sam Dooley found the back of the net late in the game to give the Mariners the full ration of points.
Second placed Sydney University posted a 2-1 result when they met fourth placed Western NSW Mariners.

Fourth placed Macarthur Rams were held to a 2-2 draw by twelfth placed Dulwich Hill and then the Rams suffered an 8-1 defeat at the hands of seventh placed NSWIS.

Western’s 18s are a side in form
MARK RAYNER 19 May, 2012 04:00 AM There was a bit of concern at the start of the 2012 Super Youth League season when the Western NSW Mariners FC under 18s didn’t fly out of the blocks, but after eight games they find themselves at the pointy end of the competition ladder and one of the teams to beat.It wasn’t even a bad start with a win, a loss and two draws from their opening four games, but coach Andrew Fearnley said his team had really lifted their effort in the last few weeks to shoot up the table.
“There was some concern when we hadn’t started as well as we hoped, but I thought we had always played well and just hadn’t got the result. The boys have been very consistent in the last month and we have won in different circumstances as well,” the coach said.
“We had to come from behind in one game, thumped Granville 8-0 in another, and last week we were able to get a win on a below average pitch against Dulwich Hill.
“Our start really wasn’t bad. We just didn’t execute our chances and that was probably because our team was a combination of last year’s 16s and 18s and it took them a bit of time to gel.”
Western are currently sitting in second place on the table but the team in front of them, NSWIS, aren’t officially a part of the competition and don’t take part in the finals, meaning that the Mariners are technically top of the ladder.
Today they take on the Central Coast Mariners Academy at Alec Lamberton Field in a sort of derby between the two teams affiliated with the A League club. Fearnley said it would be an interesting match given how well both sides have been doing.
“They are a side to be respected. They have pretty much been the frontrunners so far this season. They flew out of the blocks and while they have had a bit of a lull in the last couple of weeks, they are only two points behind us as are the Northern Tigers and Macarthur. If we lose this game we won’t be at the top of the ladder anymore, so we need to make sure we turn up ready to play.”
The hosts have been hit by a bit of an injury crisis which will leave them shorter than they would like for today’s match, but Fearnley is still confident they can do the job.
“We are struggling a bit at the moment. Andrew Christie, Jayden Tumeth and Andrew Collins are all in a bit of doubt. They will have a fitness test in the morning to see if they are right to play and we have two others out. If those three are right we will have 13, if not we will have to call in a couple of 16s, but it won’t change the way we play,” he said.
Western NSW take on the Central Coast Mariners at Alec Lamberton Field today with the first game kicking off at 9am.
